Due to crops being destroyed by locusts, Okura introduced the idea of using whale oil to treat crops.
For the regions in Japan where whale oil couldn't be obtained easily, he describes ways of using mustard oil, tung oil, and fish oil, etc. This was the first Japanese book to describe pest control
and pesticide.
